Thank you yabadaba For those wanting to personalize it a little bit.
The Honorable George W. Bush
President of the United States
The White House
1600 Pennsylvania Avenue NW
Washington, DC 20510
Dear Mr. President:
I write today to urge you to fix Americas broken legal employment-based immigration system. Currently, more than 500,000 skilled individuals who contribute to the American economy through their hard work in high technology, scientific research, medicine and other fields find themselves trapped in a process that is hopelessly backlogged. If nothing is done, hundreds of thousands of immigrants will wait years or even decades in a process that was never intended to take so long. While comprehensive change will require legislative action, your administration can implement administrative remedies to improve Americas competitiveness, eliminate bureaucratic inefficiencies, and improve our quality of life.
<insert personal blurb here>
Attracting and retaining the best and brightest minds from around the world is in Americas best interest. In February 2006, your Domestic Policy Council issued a report on the American Competitiveness Initiative that recognized the importance of employment-based immigration. The report stated:
The President also recognizes that enabling the world's most talented and hardest-working individuals to put their skills to work for America will increase our entrepreneurship and our international competitiveness, and will net many high-paying jobs for all Americans. The United States benefits from our ability to attract and retain needed immigrant and non-immigrant students and workers, and it is important that America remains competitive in attracting talented foreign nationals.
You can advance your stated objective by making common-sense administrative reforms to fix a system that is clearly broken.
Implementing much-needed reforms will also free government resources to focus on pressing national security matters. For example, current rules require the Department of Homeland Security to renew the Employment Authorization Documents (EADs) of hundreds of thousands of legal immigrants each year as those immigrants wait for green cards and permanent residency in the U.S. Rather than renew these EADs annually, the government could renew these documents every three years, freeing countless hours that could be better spent serving the Departments mission.
The greatest impact of the broken green card process is borne by the legal immigrants and their families. The more than half million highly-skilled legal immigrants already working productively in the United States find themselves trapped in a system that is taking years longer than intended. During this wait for a green card, these immigrants remain trapped in a legal maze, unable to change jobs even within the same employer without starting the arduous immigration process over again, and subject to waits that grow longer and longer.
We implore you to exercise your authority to implement administratively these much-needed reforms.
Recapture administratively the unused visas for permanent residency to fulfill the congressional mandate of 140,000 green cards per year.
Revise the administrative definition of same or similar to allow slight additional job flexibility for legal immigrants awaiting adjudication of adjustment of status (I-485) petitions.
Allow filing of Adjustment of Status (Form I-485) when a visa number is not available.
Implement the existing interim rule to allow issuance of multi-year Employment Authorization Documents (EAD) and Advance Parole.
Allow visa revalidation in the United States.
Reinstate premium processing of Immigrant Petitions.
I urge you to implement these administrative remedies without delay. Action is urgently needed to fulfill your stated goal of attracting and retaining highly-skilled legal immigrants from around the world, eliminating bureaucratic inefficiency, and improving the lives of future Americans already living and working legally in the United States.
Thank you for your attention to this matter.
Respectfully,
The Honorable George W. Bush
President of the United States

First American newspaper Pioneer Press reports on the Flower Campaign and mentions Immigration Voice as supporters of the campaign. Let's post on this thread as the news coverage starts to come in. Let's see how much coverage we get. Please let's only post links to media reports on this thread to get a consolidated list.

If these are pending 485 applications at USCIS, Number of pending applications with PD later than JUL 2007 should be zero.
If these are labor filings, they probably dont include dependents.
What if its RD and not PD...?

There have been threads and posts about IOs indicating that everyone will become current. The fact of the matter is - there is no substance/proof/backing - even from the lawyers regarding the validity of those statements. For all you know, this might have been started by groups/people who want us to become complacent.
So DO call.............else the bills stand a good chance of losing out.
And even assuming the rumors are true with a 0.00001% probability.........you don't really lose anything much by calling. But if you don't call, we still stand a chance (with 99.9999% probability) of losing out.
Honestly; this might be our last chance. If the next president is a Democrat, it is quite possible that illegals might get amnesty in huge numbers. Companies hiring H1s might get taxed at a higher rate. Irrespective of who comes to power, the next president could clamp down on legal immigration in the name of Change. Remember, the illegals (their legal relations) form a larger vote bank. Nothing else matters as far as politicians are concerned.

Looks like they do not publish the e-mail address to contact congressman. You can send e-mail only through contact your rep system where you can send only to your local rep. If your ZIP code does not match the congressman's district, then you cannot send him the mail. Even to Judiciary committee chairman !!!!!!!!!!!
The only alternative is to send fax. I don't know how I can send so many faxes when I don't have fax at my home.
IV core: Any solution??? About 20 support messages are at stake from my side alone.
Guys,
I got these addresses in case you want to use:. I got the list from one of the forums here. If something is not OK or the list itself, please let me know and I can change it. Else to be safe, I will send these today in the next 2-3 hrs based on responses here.
Thanks,
Sri.

NSC sent me a response that my GC got lost in mail as I raised a SR for card. My wife got CPO but I got a letter from USCIS NSC that my card was sent on the same day my I-485 approval notice was sent which I think is some mix up on USCIS and to file I-90 . I got all letters from USCIS but not this one so I called customer service and talked to 2nd level IO who went through my case and said card was never created. She will raise a new SR for that which was on 10/12/2010
Do you guys recommend to send emails to NSC followup?

Why don't you dispute the charges. Dispute the amout that they overcharged. Then Credit Card company will refund you that amount and deal with Embassy themselves. Which card did you use to pay (AMEX/V/MC). AMEX is the most consumer friendly in this regards.
I always use AMEX and I know they have a good service. Maybe that is the reason they don't accept AMEX. I also disputed the charges with my CC company and they just got back to me after a month. They require some kind of proof (which I have), but I know what they are going to say. Since the email from UK emb(ass)y clearly mention the amount of $184 and $276, they (CC company) will say the charges are correct. The trick is to catch someone at the emb(ass)y, but it will only work if their email's are working or someone out there will handle my voice mail message left on their answering machine. It is much easier for them to delete/ignore the message than to take pains to correct the situation. Remember, I am dealing with a useless govt. organization rather than a highly competitive private company.

Hi, Virginia_desi, perhaps my observation and moral was a bit pre-fetched. But based on two big forums (IV, Murthy), Indian consulates are the only ones that reportedly delay passport deliveries by more than 10 days for some cases. I have not read a single first hand experience (not friend tales) talking about 30 days delays at any other posts. I did read about a 7 days delay at London, but that was it.
Hopefully the PIMS system will stabilize soon. My one complain is that enough forewarning should be given to the people in advance when making such big changes in visa process. There was some information from DOS on 7th and 28th Dec on Murthy.com about PIMS, but that mentioned a maximum delay of 48 hours. I dont think 48 hours can be rounded to a month in any mathematical syntax. Furthermore, people were making appointments 2-3 months in advance. They cannot change their plans on a 2 weeks notice, and even that notice did not carry credible information about delays to anticipate.
Anyways, the moral should be "stay well informed before making any immigration steps". God bless all.

I was talking to my COngressman's office. She says as per USCIS, they are trying to catch up with the huge backlog of 29th June to 7 Th August filers. They are hiring overtimers and Also using some volunteers from other USCIS dept to get rid of backlog. She said all the applications will be receipted in next 30-45 days for sure. She will again contact USCIS dept in 30 days to followup.

I have had couple of LUDs on my cases (9/10 and 9/13) and nothing after that. The last time I gave my fingerprints were in Jan 2009, so I am sure they have expired. Should I proactively get the biometrics done (by taking an infopass and requesting biometrics notice) or wait for them to send me the notice?
Not sure if this will help if I open up an SR or take an infopass. Anyone got their 485 approved while their biometrics were expired?

I also saw a quote from one of the Indian offshoring company CEOs that only 25% of Indian engineers are employable. "
The percentage of people here are a very small percentage of that 25%.
If H1/L1 visa is restricted, that will give an incentive for americans to acquire a degree in science/engineering, just like the indian students taking courses in india offering a better ROI, as they get the feeling that they won't be discriminated in a job and investing $$$ in education is not going to be wasted.
H1/L1 restrictions are not going to encourage american kids. It does not impact their thinking. Maths, science are tougher subjects for kids. Kids in India were pushed by their parents to study science in search for a good career. Kids here have a lot other avenues which are more attractive to a kid. Kids do not understand L1/H1. 90% of adult population here does not understand H1/L1. REstricting H1/L1 will not influence a kid to take up science and engineering.

I have just upgraded my existing Vonage plan from Premium to World plan without any cost. As few guys said earlier, I remember paying $0.89 per min for India call a decade back when I was a student here - really great to experience fruits of VoIP innovation :-)
For someone who has Vonage account and want to upgrade, they can login into vonage web account, goto Billing section and click on change current plan.

Counting time after I140 approval towards citizenship proposal is already on our table for things to consider as a campaign. For Campaigns like this, we will need massive support than what we currently have. Even recent greencard holders can benefit from it.
So the first step before we undertake any big project is to get more membership base.
So let us first figure out ways in which we can get more people involved on IV. Without massive participation no campaign, letter/lobby/phonecall etc will work. We need to really go out of our way and spread the word around so that everyone that is stuck in this immigration mess can join this movement.
I know IV is just for employment based, but I believe other categories of people also are victims of "Adjustment Of Status" delays and they will and can benefit from this proposal. I guess a broad based coalition is possible. There are people with political muscle that benefit from this development (Latino Votes).
Is it a good idea to reach out to other immigrant groups ?
Just my 2 cents.

I have two approved I-140 (NIW/TSC 06/2006 and EB1A/NSC 07/2009) and a
pending I-485/TSC from 2007. I went infopass two weeks ago, and was told
that my I-485 was pre-adjudicated and assigned to IO on 08/2009. The
infopass officer kindly sent an e-mail to my IO requesting for update.
Yesterday, I received a letter saying "We are actively processing this case.
However, we have to perform additional review on this case and this has
caused a longer processing time. If you do not receive a decision or other
notice of action from us within 6 months of this letter, please call
customer service at the number provided below."
Does anyone received a similar letter? Is it just some letter or some problem
with my case. I have been in this country for 11 years, used up all 6 years
of H1b, renewed EAD three times, and tried service request, called IO, wrote
to Senators/first lady. Not sure what else I can do...

customer service at the number provided below."
Does anyone received a similar letter? Is it just some letter or some problem
with my case. I have been in this country for 11 years, used up all 6 years
of H1b, renewed EAD three times, and tried service request, called IO, wrote
to Senators/first lady. Not sure what else I can do...

You are trying to say I can sign an application then mail it with just fee. You think they will accept without any Initial Evidence. I know about them relaxing condition on Medical. When did they relax it for all other Initial Evidence as well.
Not this time. USCIS clearly mentioned that Completed application with Signatures, Correct Fees should be sufficient. They are even accepting without medicals.

1. In the draft letter to president, the line "Reinstate premium processing of
Immigrant Petitions." is a bit ambigous and dosent specify which petition.
Shouldnt it read "Reinstate premium processing of I-140 Immigrant Petitions."
People to whom this petition is going know that the Immigrant Petition implies I-140 petition. We do not want our letter to read like an alphabet soup.
2. Also shouldnt the goals be in the order of ease of acheivability. Many of the
more difficult (though more powerful) goals are at the top wheras items like
reinstating I-140 premium proessing are at the bottom.
What do you folks think..?
You really cannot determine the achievable factor of a goal on a scale of 1 to 100 so that ordering is moot. In fact, there is some merit in keeping our most ambitious goals upfront - with enough support from the community we might just achieve them.
